Principal Development Planner- Planning Director’s Office (Community/ Development Planner)
The
Principal Development Planner (Community Planner IV) will support our client in leading complex planning projects related to
land use,
zoning,
community development, and
transportation planning. This senior role requires expertise in
project management,
legislative processes,
transportation policy, and
public presentations. The candidate will collaborate with
elected officials,
government agencies, and
stakeholders to address policy issues, develop long-term plans, and guide development projects.

- Work Schedule: Hybrid (3 days onsite, 2 days remote)
Key Responsibilities:- Zoning and Subdivision Rewrite: Serve on the Zoning and Subdivision Rewrite team, assisting with staff training, public outreach, and implementing zoning ordinances and subdivision regulations.
- Legislative and Policy Management: Analyze and manage state and local legislation affecting land use, zoning, and community development. Draft and manage policy proposals and legislative amendments.
- Project Management: Lead multi-year planning projects, manage timelines, resources, and budgets, ensuring successful project execution from start to finish.
- Transportation Planning: Develop transportation-related recommendations for new developments and redevelopment projects. Provide expertise on transportation impact statements and bicycle/pedestrian planning.
- Stakeholder Engagement: Collaborate with developers, attorneys, architects, engineers, government agencies, and the public to discuss land use, zoning, and development policies.
- Public Presentations: Prepare and present policy recommendations before the Planning Board, Zoning Hearing Examiner, and County Council.
- Interdisciplinary Team Collaboration: Fully engage in interdisciplinary planning teams, working with internal and external stakeholders to address community challenges and development goals.
- Training and Development: Provide staff training on new policies, zoning regulations, and **planning processes.
Skills, Knowledge, and Qualifications Requirements:- Education:
- Bachelor’s Degree in Urban Planning, Geography, Land Use Law, Public Policy, or a related field.
- Master’s Degree or Professional Certification (e.g., PMP) in Project Management is preferred.
- Experience:
- Six (6) years of progressively responsible professional-level planning experience, with at least three (3) years in project management, consultation, and coordination within urban planning or transportation planning.
- Experience managing multimodal transportation projects is highly preferred.
- Technical Skills:
- Expertise in land use, zoning regulations, and transportation planning.
- Proficiency in planning software such as ArcGIS, AutoCAD, and transportation modeling tools.
- Knowledge of environmental planning, historic preservation, and public facility planning.
- Communication Skills:
- Exceptional written and verbal communication skills, with the ability to explain complex transportation and zoning issues to both technical and non-technical audiences.
- Experience in preparing and presenting technical reports, legislative analyses, and public presentations.
- Collaboration & Leadership:
- Strong leadership experience in managing cross-functional teams and working with diverse stakeholders.
- Ability to train and mentor junior staff and collaborate with external partners.
- Legislative & Regulatory Knowledge:
- Strong understanding of local and state transportation law, zoning regulations, and the development review process.
- Experience in managing legislation and drafting policy recommendations.
- Background Requirements:
- Comprehensive background investigation, including criminal, education, and employment references.
- Valid driver’s license (depending on area of assignment), unencumbered by any restrictions that could limit the employee’s ability to perform driving duties required for the position.
