The Director of Finance reports to the Chief Financial Officer. SPECIFIC RESPONSIBILITIES: * Financial Planning and Analysis: Develop and manage annual budgets, including revenue projections, expense forecasts, and capital expenditures. Conduct financial modeling and analysis to identify trends, opportunities, and potential risks. Monitor cash flow and prepare regular financial forecasts. Analyze financial data to inform decision-making and resource allocation. Direct internal audit activities and provide information and reports to external auditors as required. Project, prepare, and analyze cost reports and federal and state mandated reporting. Recommend process improvements to effectively utilize department resources, improve controls, streamline activities and maximize productivity. Maintain the integrity of the Department's financial activities and report through reconciliation and review of general ledger. Identify errors and arrange for timely corrective action. In collaboration with the Director of Pharmacy, oversee financial aspects of pharmacy operations. Develop, document and maintain processes and accounting to ensure compliance with GAAP. Participate in the preparation of the annual audit, cost reports, UDS, OSHPD and internal reports Accounting and Reporting: Oversee all financial activities including cash flow, accounting and financial reporting. Ensure accurate and timely financial reporting to leadership and regulatory agencies. Prepare monthly, quarterly, and annual financial statements. Fiscal Grant Management: Develop and oversee a standard framework for budgeting and monitoring of performance of all Grants and Contracts. Ensure compliance with federal, state and donor-imposed restrictions on the use of funds. Collaborate with Leadership team and program managers to ensure programs and procedures are grant/contract compliant. Follow-up on non-compliance issues as necessary. Establish and/or enhance operational policies and procedures for contracts and grants management including time and effort reporting, debarment and suspension monitoring, compliance with cost principals, and federal procurement. Monitor deliverables, cost estimates, allowable costs and other metrics as required and communicate relevant information to management on a routine basis. Identifies project close-out requirements and manages their implementation Oversee preparation of grant budgets and grant fiscal compliance Compliance and Audit Oversight: Ensure adherence to all federal, state, and FQHC regulations related to financial reporting and compliance. Coordinate with external auditors to facilitate annual audits and address any findings. Strategic Initiatives: Collaborate with leadership to develop financial strategies to support the organization's mission and goals. Identify cost-saving opportunities and implement operational efficiencies. Team Leadership and Staff Development: Lead and mentor the finance team, fostering a culture of accountability, continuous learning, and professional development. Provide guidance and training on financial policies, procedures, and tools to enhance staff capabilities. Encourage open communication, collaboration, and innovation within the finance team. Support staff career development through coaching, performance evaluations, and the creation of personal development plans. Develop and implement training programs to improve the team's understanding of financial processes, budgeting, and healthcare-specific financial topics. Perform other duties as assigned or required. Qualifications MINIMUM REQUIREMENTS: Bachelor's degree in accounting or business administration and ten years of management level experience in accounting and finance preferably in the health-related service programs OR Master's degree in accounting or finance and five years' management experience Excellent analytical and problem-solving skills Proficiency in financial software and reporting tools Strong leadership and communication abilities to manage a finance team
